LE CONSEIL MUNICIPAL ET LES MUTATIONS SOCIO-SPATIALES ET ÉCONOMIQUES DANS LE DÉVELOPPEMENT URBAIN DURABLE DE DIVO (CENTRE-OUEST DE LA CÔTE D’IVOIRE)

Résumé

Cette étude se propose d’analyser les mutations au niveau social, spatial et
économique face à la pression démographique et aux actions du conseil municipal de
Divo pour le développement durable de cette ville. Une étude quantitative et
qualitative qui a combiné les ressources bibliographiques, l’observation de terrain et
des entretiens avec les autorités des collectivités décentralisées et les populations
urbaines montre que la ville de Divo compte environ 294.559 habitants et se localise à
203 km d’Abidjan. Les résultats de l’étude montrent une diversité d’actions réalisées
dans la ville de Divo par le conseil municipal. Au nombre de ces actions, celui-ci a
construit 3 maternités et 5 dispensaires, 2 marchés modernes, 5 km de voies profilées
et octroyé 6.500 tables bancs aux écoles. Aussi, la croissance démographique, la
multiplication des lotissements et le non-respect des règles urbaines de lotissement
sont les facteurs des mutations socio-spatiales et économiques dans cette ville. Cela a
abouti à la naissance de plusieurs quartiers issus de lotissements non approuvé qui
sont habités par les populations. En effet, sous la pression démographique, la
superficie de l’espace urbanisé de Divo est passé de 2.555, 19 hectares en 1990 à 3.015,
24 hectares en 2000 puis à 4.510, 64 hectares en 2014 pour atteindre 4.513,51 hectares
en 2021. Face à la mutation socio-spatiale de l’espace urbain de Divo, le conseil
municipal s’est basé sur son programme triennal pour dégager 2.078.071.000 FCFA
afin de mettre en place d’une stratégie concrète en réalisant des équipements au niveau de l’éducation, la santé, le commerce et l’agriculture mais aussi en réalisant des
infrastructures pour un développement durable de la ville.

Abstract

This study aims to analyse the social, spatial and economic changes in the face of
demographic pressure and the actions of the municipal council of Divo for the
sustainable development of this city. A quantitative and qualitative study that
combined bibliographic resources, Field observation and interviews with local
authorities and urban populations show that the city of Divo has about 294,559
inhabitants and is located 203 km from Abidjan. The results of the study show a variety
of actions carried out in the city of Divo by the municipal council. The project has built
3 maternity homes and 5 health clinics, 2 modern markets, 5 km of profiled tracks and
provided 6,500 bench tables to schools. Also, population growth, the proliferation of
subdivisions and the failure to respect urban subdivision rules are factors in the sociospatial and economic changes in this city. This has led to the birth of several
neighborhoods from unapproved housing estates that are inhabited by people. Indeed,
due to demographic pressure, the area of the urbanized area of Divo has increased
from 2,555, 19 hectares in 1990 to 3,015, 24 hectares in 2000 and 4,510, 64 hectares in
2014 to reach 4,513.51 hectares in 2021. In view of the socio-spatial transformation of
the urban area of Divo, the municipal council based itself on its three-year programme
to allocate 2,078,071,000 FCFA to implement a concrete strategy by implementing
educational facilities, health, trade and agriculture but also by building infrastructure
for sustainable urban development.
